On Monday morning, a 23-year-old worker was killed when a formwork structure fell five storeys onto the lorry he was in at a Jurong Port Road construction site. At around 9:50am on 3 August 2026, the Singapore Civil Defence Force was alerted to an incident at Jurong Port’s Integrated Construction and Prefabrication Hub, a site under construction and slated for completion in 2027. Formwork and Lifting Zones Are a Signage Problem, Not Just a Procedure Problem

Formwork repositioning is a foreseeable high-risk activity under the WSH Act, which means the area beneath and around it should be treated as an exclusion zone for the duration of the lift — cordoned off, clearly marked, and kept free of parked vehicles, pedestrian traffic, and anyone without a direct role in the operation. If the honest answer involves “well, the supervisor usually radios ahead,” the zone isn’t actually controlled — it’s controlled by habit, which is exactly what breaks down on a rushed morning.

The Broader Pattern Singapore’s Construction Sector Can’t Sign Off On
